Captain (Ret) Phillip Heyl is a Maritime Advisor, IMO and Director at the Heyl Group. Capt. (Ret.) Phillip is responsible for strategic development, oversight and execution of air and maritime security programs in Africa. Previously, he served as the Senior Department of Homeland Security representative during the stand up of the U.S. Africa Command and as Director of Staff, Operations and Logistics Directorate (J3/J4). His areas of expertise include homeland security, international diplomacy and negotiation, maritime law enforcement capacity building and emergency management. He guides component engagement in sustainable air and maritime capacity-building programs. These include the U.S. Navy’s Africa Partnership Station and the U.S. Air Force’s Africa Partnership Flight programs. He developed the Africa Maritime Law Enforcement Partnership program that provides sustainable operational law enforcement capacity building to coast guards and navies in Africa. He has published articles on maritime security and appears often in the media and in the policy arena as an expert on air and maritime security issues in Latin America and Africa. He has a BS in Government (with honours) from the U.S. Coast Guard Academy, an MPA in International Policy making from the George Washington University, and an MA with distinction in National Security and Strategic Studies from the Naval Staff College, Newport, RI.
